Statement of U.S. Senator Russ Feingold On the FBI's Administrative Subpoena Proposal Discussed at Today's Senate Intelligence Committee HearingMay 24, 2005 We have been hearing for nearly four years now about Americans' serious concerns with Section 215 of the Patriot Act, which allows the FBI to get secret court orders for all types of business records. The administrative subpoena authority proposed by the FBI is like Section 215 on steroids. This power would provide the FBI with the authority to obtain all types of records -- from medical records to library and bookstore records -- with no court order at all. We should be placing additional safeguards on the Patriot Act, not expanding it.
