“The Security Council’s adoption this morning of the U.S.-drafted resolution on nuclear nonproliferation is a positive step in international efforts to curb the spread of nuclear weapons and materials and I applaud President Obama for his leadership.  It is now time for the Congress to make good on that commitment by ratifying the Comprehensive Test Ban Treaty.”
