Environment Protecting the Environment Through Deficit Reduction
Reforming the Army Corp of Engineers
In February of 2006, I introduced S.2288,
the Water Resources Planning and Modernization Act of 2006,
a bill that will bring our water resources policy into the
21st century. This legislation calls for updating and strengthening
the Army Corps of Engineers and providing Congress better
tools to prioritize limited federal resources. The bill also
responds to problems highlighted by the tragic effects of
Hurricane Katrina. For the past three Congresses I have introduced
legislation to reform the Corp of Engineers and S.2288 builds
upon these efforts.
I want a modernized policy and a strengthened Corps of Engineers.
The American taxpayers and the environment deserve Corps projects
that are efficient, pursue national priorities, and do not
hurt our environment. Congress cannot afford to authorize
additional Army Corps projects until it had considered and
passed the Water Resources Planning and Modernization Act.
Reducing Waste in the Animas-La Plata
I fought to reduce waste in the Animas-La
Plata (ALP) project in Southern Colorado, a proposed reservoir
to store water from the Animas River. When I began this effort,
the federal Bureau of Reclamation's plans for this project
dated back to 1956. ALP had never been built due to unresolved
legal, environmental and fiscal issues. My efforts reduced
the fiscal and environmental costs of the project. The federal
government will now fund the construction costs of a scaled-down
project, which will cost $278 million. This is less than the
approximately $750 million that it would have cost to build
the original project.
