One of my top priorities in the U.S. Senate is preventing American jobs from relocating abroad. I support several measures that create incentives for American companies to stay in the U.S.:

Job Protection Act
In the 108th Congress, I cosponsored the Job Protection Act, S. 970, introduced by former Senator Hollings, which would have helped domestic manufacturers by providing them with a tax incentive to keep production here at home, and to encourage those runaway plants that left our shores to return. These benefits would be based on the percentage of manufacturing done in the United States -- the greater the percentage of manufacturing done in the U.S., the greater the tax benefit.

Jobs for America Act
In February 2004, the “Economic Report of the President” was released. This report included a section on outsourcing jobs, which discussed how U.S. companies can benefit from sending service-sector jobs to foreign countries. I am deeply troubled by language in this report that actually encouraged U.S. companies to outsource service sector, health care, and other jobs.

In response to this policy, I joined former Senator Tom Daschle in cosponsoring S. 2090, the Jobs for America Act. This bill would have amended the Worker Adjustment and Retraining Notification (WARN) Act to require companies to disclose and report whenever they lay off workers to send jobs overseas.

Call Center Disclosure Right to Know Act
As with the Jobs for America Act and the Buy American Act, when foreign workers or goods are chosen over American resources, at the very least, full disclosure and an estimation should be required. During the 108th Congress, I was proud to be a cosponsor of S. 1878, the Call Center Disclosure Right to Know Act, which calls for U.S. corporations and their subsidiaries to make consumers aware of the location of customer service representatives. Under this bill, corporations that use call centers to initiate or receive calls from people in the U.S. would be required to have their employees disclose their location at the beginning of the call. U.S. consumers deserve to know the location of companies and people they are relying on for customer service.
